Rwanda Governance Board - RGB: is an independent state agency established by the law N°56/2016 of 16/12/2016 establishing the Rwanda Governance Board and determining its mission, organization and functioning. With the aforementioned new law N°56/2016 of 16/12/2016 the mandate of RGB was expanded. It was given autonomy and additional responsibilities.

These include monitoring of service delivery in both public and private institutions, preserving, protecting and promoting the use of home-grown solutions in Rwanda, give pre-authorisation and follow up studies and research carried out in Rwanda on governance and home grown solutions; advising the Government on the implementation of the decentralization and capacity development policy; registration international non-governmental organisations and to monitor their operations, registration of political organisations and monitoring their operations and coordination and follow up the Joint Action Development Forum activities.

GENDER MONITORING OFFICE (GMO), is a public institution, established by the Constitution of the Republic of Rwanda of 4th June, 2003 as amended to date, in its article 185. As stipulated in the law no 51/2007 of 20/09/2007 determining the responsibilities, organization and functioning of the gender monitoring office in Rwanda, it has legal personality, an administrative and financial autonomy and is supervised by the Office of the Prime Minister.
GMO became operational in October 31st, 2008 by appointment of the High Monitoring Council; while the Executive Secretary was appointed by the Cabinet meeting on March 25th, 2009. GMO started its operations on 1 July 2009, with employees from the Beijing Secretariat.

GMO Services:

  • Putting in place basic indicators in respect of gender and submitting them to various institutions
  • Provide advice on gender related issues through research and disseminate findings to relevant institutions for gender responsive policy formulation
  • Provide Gender status reports for the implementation of national gender related laws and policies
  • Develop and provide guidelines on domestication of international gender related commitments/treaties ratified by Rwanda and prepare and monitor its implementation
  • Receiving and examining complaints relating to injustice and gender based violence and forwarding them to relevant institutions for further actions and monitor the quality of services provided to GBV victims
  • Contribute to the preparation of the State Budget Draft Law for the respect of “gender sensitive budget” by developing guidelines.
  • Produce the Gender Status Report to the government, parliament, and supreme court.

MINISTRY OF HEALTH: The main goal of the Ministry of Health is to provide and continually improve the health services of the Rwandan population through the provision of preventive, curative and rehabilitative health care thereby contributing to the reduction of poverty and enhancing the general well-being of the population.Automatic word wrap
The Ministry of Health’s key strategies are based upon the recently revised National Health Sector Policy which focuses on :

  • The decentralization of the health system using the health district as the basic operational unity of the system;
  • The development of the primary health care system through its eight core components;
  • The reinforcement of evidence based medicine : Integrated management of childhood illnesses, clinical care of obstetrical emergencies to decrease infant and maternal mortality rates;
  • The reinforcement of community participation in the management and financing services;

All of these initiatives serve the pursuit of health ; even the construction of a school will facilitate increased uptake of health services in the next generation because a well-educated woman is a highly valued member of a family who is well taken care of.


MINISTRY OF EDUCATION: The mission of the Ministry of Educationis to transform the Rwandan citizen into skilled human capital for socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promotion of science and technology, critical thinking and positive values.


MINISTRY OF GENDER AND FAMILY PROMOTION The Ministry of Gender and Family Promotion fulfills its role as a leader in facilitating the implementation of the National Gender Policy and Plan of Action to ensure effective gender mainstreaming and full participation of women in all activities related to the socio-economic development of the nation. The Rwandan family will be a harmonious and prosperous one, providing a sound foundation for the well-being of all its members. All children, without any discrimination, will receive full support and protection needed to enjoy their rights and to develop the maximum possible their capacities with the objective to provide contribution to family and community development in general.
